There are currently several great tools for creating NFT permission lists. Let's take a look at some of them.

Lanyard - Developed by the Context, mint.fun and Zora teams, Lanyard is a new open-source permission list tool that helps you create universal NFT permission lists for use in web3. 

As for actually using Lanyard, once you've generated a Merkle root from the addresses you want, you're taken to a page where you can copy your Merkle root and find instructions for loading that root into an NFT smart contract. This part of the process is pretty technical, but there's an excellent tutorial on the Lanyard website and free support in Context Discord.
